The Soviet Union space mission planners opted to create ship-based satellite tracking stations rather than negotiate with countries around the world to build a ground-based network to augment their in-country, ground-based tracking capabilities. Such ships performed a number of space-related support functions typically lumped together and called tracking, telemetry, and commanding, typically abbreviated TT&C. Many of these Soviet TT&C ships carried hand-stamping devices which were used to apply cachets to the covers created on or carried onboard their ships.
